What is the difference between traffic management and HVM?

Traffic management and HVM complement each other but they are not the same.

Traffic management: traffic management planning and deployment involves alterations or diversions to usual vehicular access routes to restrict access, manage traffic flows and/or create temporary pedestrianised areas. The signage, signals and barriers we deploy as part of a traffic management plan are there to alert road users and pedestrians to a change in access arrangements and inform them of any alternative routes; they do not provide physical protection against vehicle ingress.

HVM: Where there is potential for vehicles to enter a pedestrian area, either by malicious intent or by error, HVM equipment may be advised to protect pedestrians from vehicle impacts. It is not always necessary to install HVM systems in all or any traffic management locations, and we will always advise you on the risk so that you can make an informed decision.
